He left the area on foot to walk to a family member's residence on Mcdonald Rd., and never arrived. Uncomfirmed sightings place Kent on Porter RD., that same evening. Kent has a medical condition and needs
medication.

Medical Conditions: Jacobs has Downs Syndrome and is mentally retarded as a result; he has the mental capacity of a nine-year-old. He is required to take medication.


Details of Disappearance

Jacobs resided with his mother in the Colonial Heights area of Hope Mills, North Carolina. He was last seen at approximately 5:00 p.m. on March 10, 2002. Jacobs planned to walk to his childhood neighborhood near McDonald Road and Interstate 95, which is two blocks from his residence. The walk was part of his normal routine. Jacobs was carrying approximately $200 when he departed from his home. He never returned for his 6:00 p.m. curfew and has not been heard from again.

Jacobs's family members became concerned for his safety shortly after his disappearance. They stated that the area near McDonald Road has a high crime rate. Jacobs was vulnerable as the result of his diminshed mental capabilities. An extensive search of the region produced no clues as to his whereabouts. A witness reported observing an individual matching Jacobs's description near Porter Road in Hope Mills later that evening, but the sighting has never been confirmed.

Authorities announced that Jacobs's case was being investigated as a presumed homicide in August 2002, five months after he disappeared. Officials stated that they received a credible tip from an informant who identified Jacobs's alleged assailant(s) and also revealed the location of his remains. His body has not been recovered and no arrests have been made in connection with his disappearance. Authorities said that it appeared Jacobs was the victim of a planned attack and may have been robbed prior to his murder.

Jacobs was occasionally employed through a group home in Robeson County, North Carolina in early 2002. His loved ones describe him as a happy person who was often in good spirits. Jacobs enjoys Harley Davidson motorcycles, the rock group KISS and the Dallas Cowboys football team. His case remains unsolved.

The search never ends for families, investigators

The files accumulate in investigators’ offices, reams of notes, reports and leads that went nowhere in murder cases grown cold. Since 1964, Cumberland County and Fayetteville have had 127 cold-case murders.

Some caused sensation. Some slipped quickly from public attention. But investigators remember, and the files remain, waiting for a new lead, a stroke of luck, or an attack of conscience to unlock a mystery.

Sometimes, said Fayetteville police Capt. David Houp, the truth emerges because the urge to tell becomes overpowering.

“A senior detective once told me that fish swim, birds fly and people talk,” Houp said. “Over time, people will talk. Think about having the biggest secret of your life inside you and not telling anyone.”

Today and Monday, The Fayetteville Observer will look back at some of the region’s cold cases, including the Eureka Springs killings of 1980 and the kidnapping and murder of 5-year-old Brittany Locklear in Hoke County in 1998.

The Observer will review the killing of a traveling saleswoman and a slaying in Haymount, as well the disappearances of Kent Jacobs and 4-year-old Tristen “Buddy” Myers.

Jacobs and Myers are listed as missing, as is 23-year-old Julie Michelle Bullard of Lee County. The Bullard case has received widespread attention and has been featured on crime shows aired on networks such as CNN and Court TV.

WILMINGTON, N.C. - Kent Jacobs went missing from the Lumbee Tribe of North Carolina on March 10, 2002. The 42-year-old has the mental capacity of a boy and medication needs. Five years later, he remains a missing Indian with loved ones looking for him.

The U.S. Commission on Civil Rights has reported that Indians have the highest per capita homicide rates among the nation's racial groups; and many Indian people have disappeared without a trace, their cases grown cold in the absence of adequate investigative resources in Indian country.

''For decades, Indian people from every part of the United States have been murdered or disappeared without justice or resolution,'' said Walter Lamar of Lamar Associates, a Washington, D.C.-based law enforcement and security consulting firm. ''We are committed to shedding light on an area of law enforcement that has been overlooked for far too long.''

Missing From the Circle, a pro bono project of Lamar Associates, hopes to fill the gap with an Internet database

and public interaction that will help trace missing or unidentified American Indians, Lamar said on the occasion of the service's March 10 public launch. Missing From the Circle will rely heavily on the expertise of Lamar himself, Dorothy Summerfield and other volunteer efforts.

Lamar, an enrolled Blackfeet tribal member and Wichita descendant, retired from the FBI as a special agent, twice honored with its Shield of Bravery award. Summerfield, an enrolled member of the Muscogee Creek Nation and a Cherokee descendant, retired in 2006 as the highest-ranking American Indian woman ever within the FBI. When missing Indians are reported, Summerfield will run the necessary protocols and post the information on the internet. Her posts can then be accessed by following the Missing From the Circle links at LAMAR ASSOCIATES - Preparing For Tomorrow, Protecting Today ----------------|. Missing people will be profiled on the site through photographs, vital statistics, last-seen-at locations and other information. Lamar Associates will coach and counsel families on next steps when a person turns up missing, such as filing a missing persons report, contacting local law enforcement or collecting personal effects that can be used for identification.

Lamar Associates will dedicate volunteer staff time to managing the Web database, but also looks to volunteers who can keep the site updated.

''It gives Indian country an opportunity to be able to have a place, a central repository for people who are missing and that are trying to be located,'' Lamar said. ''In some cases it's family members that the last time they were heard from or seen they were in L.A., and they haven't been heard from since, and the family wants to knows where they are.''

Summerfield serves as an adviser on special projects to Lamar Associates. In announcing the partnership, she said, ''I have known and worked with Walter Lamar for decades and have always admired his vision.''

Lawmen and the family of a Hope Mills man who vanished in 2002 are giving no credence to a so-called development in the case.

A Fayetteville man has come forward saying he knows what happened to Kent Jacobs, the 42-year-old man who disappeared in March 2002. The man says Jacobs is dead and he knows where the body is located.

“The Jacobs family does not have any comment regarding any ‘so-called’ new developments in the Kent Jacobs disappearance,” says an e-mail sent Wednesday by Jacobs’ sister, Jackie.

She heads the KJ Foundation, which she founded after her brother disappeared.

The Cumberland County Sheriff’s Office says the claim is unfounded, according to spokeswoman Debbie Tanna.

“We based our investigation on facts,” she said.

Lawmen have not been able to substantiate the man’s story, she said.

The area where the man says Jacobs’ body was dumped was searched after his disappearance and again as part of the on-going investigation.

“We have investigated this latest rumor,” Tanna said. “This is one of hundreds we have received since Kent Jacobs was reported missing,” she said.

The State Bureau of Investigation has assisted on the case primarily by interviewing people who are involved, said Jerry Weaver. He is the SBI agent in charge of the Fayetteville office.

Jacobs was last seen in the Colonial Heights neighborhood of N.C. 59 south of Hope Mills.

Jacobs was 42 but had the mental capacity of a 9-year-old, family members said.

When last seen, Allison was 34 year old. She is a white female with blonde hair and hazel eyes. She is 5 feet and 8 inches tall and weighs 130 pounds.

Kyle Fleischmann: He is the Elon graduate who disappeared from the Buckhead Saloon in Charlotte November 9.

In the days following his disappearance, Kyle’s friends and family searched the area where they believe he made his last phone call, based off the phone signal, but nothing was found. The females Kyle hung out with that evening said there were rumors of a party in the hotel next to the bar.

The night he disappeared, Kyle was wearing a black shirt, jeans and black dress shoes. He is 24 years old. He has green eyes, brown hair and is six feet tall, weighing 180 pounds.

Kent Jacobs: Disappeared March 10, 2002. That Sunday morning in March, Kent woke up and peeked at his mother in the den. That was the last time she saw him. He was wearing a Harley-Davidson sweatshirt, blue jeans and Reebok sneakers. His family says he has mental retardation and requires medication. Kent is physically 42 years old but has the mental capacity of a 9 year old.

Kent is 5’6” and weighs 150 pounds. He is American Indian with brown eyes and black hair. He has a small cross tattoo on his upper left arm.

A $150,000 reward is being offered to anyone who can provide information leading to the arrest and conviction of the person(s) involved in the disappearance of Kent Jacobs.

The family of Kent Jacobs announced today that they will take steps to have him legally declared dead.

Jacobs was a week from turning 42 when he disappeared in 2002 from his home in southern Cumberland County. He was mentally handicapped and had the capacity of a 9-year-old.

“After seven years of searching ... we have accepted that Kent is not coming home and there is a possibility his remains will never be recovered,” the family said in a statement released through a nonprofit that helps families search for missing loved ones.

Relatives searched tirelessly for Jacobs, using television, radio and newspaper interviews and billboards in the hope that someone would come forward.

“Our perseverance and hope have turned into a somber reality regarding Kent’s abduction,” the family’s statement said.

Jacobs favorite meals are steak and tacos. He walked everywhere, as he could not drive a car or ride a bike. Jacobs was fiercely independent, even refusing rides so he could walk.

He is a member of the Lumbee Tribe of North Carolina.

New push to solve 8-year-old missing man case

CUMBERLAND COUNTY (WTVD) -- There is a new push in Cumberland County to find a mentally challenged man who has been missing for eight years.

In March 2002, 42-year-old Kent Jacobs disappeared without a trace.

Now, his family is distributing new posters of Jacobs in many places across Cumberland County, including where he was last seen.

The challenge of finding out what happened to him rests in the hands of investigators.

"Yes, the leads are still coming in," Sergeant Nan Trogdon said. "One of the reasons for this push was the fact that when I was out canvassing the neighborhoods again, a lot of people actually said 'We thought you found Kent.'"

For the past eight years, Jacobs' mother has dealt with the loss.

"I've had great Mother's Days, don't think I haven't," Martha Jacobs said. "But I said, 'Lord if I only had Kent, it would be complete. It would be complete for my family.'"

Inside Jacobs' home, his room has been untouched since his disappearance. In the kitchen, a circle marks March 10, 2002.

On that day, he woke up, checked on his mother who was getting ready for church, and then he left home. It was the last time his mother would see him.

"If someone would just, even just drop some type of a hint, some type of a hint would be better than nothing," Jacobs said.

Trogdon hopes the new attention to the case helps her solve it before another Mother's Day passes.
