Reward offered for woman missing for 22 years

KANSAS CITY, Mo. – An east coast millionaire is offering a lot of cash to help find a metro woman who has been missing since July 5, 1984.

Kimberly Carter's mother is still looking for her daughter after 22 years. Now she is thankful someone else is, too.

"It's like she really did vanish without a trace," said Vera Owsley. "I have the same telephone number, same address because I always say if she comes back I want her to be able to find me."

Owsley now has new hope for finding out what happened. Joe Mammana, a Philadelphia millionaire, is offering a $100,000 reward for information leading to the recovery of, or an arrest in, 20 different missing persons cases highlighted on his website. Carter is on the list.

"I thank God that she's one of the chosen ones," Owsley said. "It's been a struggle these years trying to get people to run the story."

There is a timeline for Mammana's reward money. He requires that the tipster steps forward between now and Nov. 19 in order to claim the $100,000.

Missing Woman's Mother Hopes Reward Will Help Break Cold Case

KANSAS CITY, Mo. -- A Kansas City woman is hoping a stranger and one million dollars will be the key to finding her missing daughter, who hasn't been seen since 1984.

Vera Owsley just learned that someone has put up a one million dollar reward to anyone who can solve the case.

Vera's daughter, Kimberly Carter, was last seen 22 years ago somewhere near the corner of 45th and Kensington.

Police said she left one evening to go to work, needed a ride home, but then told a friend that a man was going to take her home and no one has seen her since.

An anonymous East Coast millionaire read about Kimberly's story and is putting up the reward money.

Vera Owsley told KCTV5 News, "I'm just excited about it because it's been at a standstill for so many years. You know, I go so far and then I hit a brick wall and I can't go any further."

KANSAS CITY, Mo. -- A Pennsylvania businessman is offering $2 million in reward money to help police solve 20 missing person cases, and a missing Kansas City woman is on the list.

The reward breaks down to $100,000 per missing person.

Vera Owsley's daughter, Kimberly LaWanda Carter, disappeared in 1984.

Well, I know somebody knows something; whoever knows, they aren't talking," Owsley said.

But after years of silence, Owsley hopes the money will change someone's mind.

"One hundred thousand dollars is a lot of money. I hope someone will come forward and bring my child home," Owsley said.

KMBC's Chris Nagus reported that the Pennsylvania businessman is offering the reward to find 20 missing people in 20 days. Carter's missing person case was randomly selected.

"I just know it's an act of God because I've been praying, 'Lord send somebody to help me,'" Owsley said.

Police said that Carter was last seen at 45th Street and Kensington Avenue.

"She left behind three babies, which I raised," Owsley said.

Carter's children are now adults. They have never known their mother, Nagus reported.

Stranger buoys hopes for missing daughter
A millionaire’s reward offer strengthens the mother of 19-year-old who vanished in 1984.

It’s been 22 years since Vera Owsley last saw her daughter — and she always studies her picture.

Taken months before her disappearance, it captures 19-year old Kimberly Lawanda Carter, her head tilted to one side, staring sweetly into the distance with a serene, mysterious smile.

“I stare at that picture all the time and wonder what was on her mind,” Owsley said. “I wonder where she is, what she was thinking.”

Since 1984, Owsley has hoped for a breakthrough in her daughter’s disappearance. And after decades of waiting, she hopes that a Philadelphia millionaire’s interest in the case may breathe new life into it.

Victims-rights advocate Joe Mammana is offering $100,000 rewards in each of 20 missing persons cases nationwide. So far, two of the cases have been solved. Carter’s is the oldest case on the list.

But the rewards have a deadline: Tips must be given to the police by Friday. They must result in the recovery of the missing people, or the arrest and conviction of those responsible for the disappearances.

“I cried and I prayed so much for so long — and nothing’s happened for so long,” Owsley said. “But this has just built my hope back up again. … This might be just the beginning.”

Carter was last seen July 5, 1984, in the 4500 block of Kensington Avenue in Kansas City. She dropped her 2-month old son at her best friend’s house for baby-sitting that day — and she never returned.

Owsley still remembers how she simply thought her daughter would return in an hour or two. But then the wait stretched into days, then years, then decades. It was hard not to lose hope, but her faith carried her, she said.

Owsley remembers how she would visit the police station two or three times a week, hoping for new information. But the visits and phone calls dwindled over time, especially after police listed Carter as a cold case.

“They would always say, ‘Ms. Owsley, if we hear anything we’ll call you,’ ” she said. “But the police didn’t have much to go on. She really disappeared without a trace.”

Meanwhile, Owsley passed out fliers with her daughter’s photo, pleading with truckers at Wal-Mart to post them nationwide. She posted information on missing persons registries, and even contacted television shows, such as “America’s Most Wanted,” but never got media attention for the case.

Owsley can’t help remembering her daughter during happier times, a natural gymnast who was always climbing and doing flips, who loved sewing outfits for her dolls, loved shopping and dressing up.

But her daughter was never one to enjoy school. She dropped out of high school and started having children when she was 15 years old, Owsley said.

And Owsley heard stories around the neighborhood that Carter was running with a dangerous crowd and living a risky lifestyle.

“All children are different when they go in their own group,” Owsley said. “Mothers are almost like wives — they’re always the last to know anything.”

She said she wished that at times she had done things differently, questioned her daughter more, she said.

Good News!

Jefferson City is starting to listen! There’s another bill that will help the missing; HB 757 which will provide guidelines for Law Enforcement so they will be better able to investigate and process evidence in a missing person’s case. Thank you Brandy and "friends of Summer" for your hard work. This bill along with SB 67 (endangered/elderly alert) will make a huge difference. It can save lives and stop criminals.

Missouri, especially rural Missouri has way too many missing persons cases. It’s time something is done about it! Contact your senators and representatives and ask them to support HB 757 & SB 67. Remember they are starting to listen.

HB 757 -- Summer Shipp Act

Sponsor: Pratt

This bill establishes the Summer Shipp Act which specifies that
law enforcement officers cannot refuse a written report of a
missing person. In accepting a written report of a missing
person, the law enforcement agency must attempt to gather
relevant information regarding the disappearance and reasonably
respond to inquiries from the person making the report, a family
member, or any other person in a position to assist the agency in
locating the missing person. The agency must determine whether
the person missing is a high-risk missing person and, if so, to
immediately notify the State Highway Patrol.

If the person is missing for a period of 30 days, the agency must
attempt to obtain DNA samples from family members, an
authorization to release dental or skeletal x-rays, additional
photographs, dental information, and x-rays or fingerprints of
the missing person.

Circumstances of Disappearance
During the early evening of July 5, 1984, Carter left her 3 children with a girlfriend as she went to work. She was last seen somewhere near the corner of 45th and Kensington. This was the last time Carter was seen by any of her family or friends. Carter supposedly called a friend by phone requesting a ride home. She then told her friend a man had offered her a ride.
Carter would never voluntarily leave her children, and it is believed she may have met with foul play.
