Andrea Parsons: Arrest made in 19-year-old case of missing Martin County girl

MARTIN COUNTY -- A 42-year-old man was arrested Thursday on charges of first-degree murder and kidnapping in the case of Andrea Parsons, a 10-year-old Port Salerno girl who has been missing since July 11, 1993.

Martin County Sheriff Robert Crowder announced late Thursday afternoon that Chester Duane Price, a former Martin County resident most recently living in Haleyville, Ala., was indicted by a grand jury and arrested. He is being held at the Martin County Jail without bond and is scheduled to have his first court appearance at 10:30 a.m. Friday before County Judge Darren Steele via video conference from the jail.

Price had been invited by the State Attorney’s Office to testify to the grand jury and returned to Stuart voluntarily.

Andrea disappeared after buying penny candy and chips at Bucky’s Port Salerno Grocery store, about two blocks from her home. At 6:10 p.m. she waved to people she knew in a car — the last time anyone saw her.

"Tragically, at this time," Crowder said, "(Andrea’s) body has not been recovered."

Crowder said that for the past 19 years the sheriff’s office has conducted "an intense investigation into Andrea’s disappearance (and) ... shared the tears shed by our community as they have tracked down hundreds of investigative leads."

In 2011 Crowder assigned a new team of detectives to the case for a "fresh set of eyes to shake things up and develop new leads."

The team developed enough evidence to bring to the State Attorney’s Office, Crowder said, adding that he couldn’t give specifics because of the ongoing investigation and the desire to find Andrea’s body.

"More arrests may follow," Crowder said.

Crowder described Price as a convicted felon with an criminal history dating back to 1991 with arrests for cocaine possession, assault, sale of controlled substance, aggravated assault with a deadly weapon and violation of a domestic violence injunction."

Investigators last week released several photos taken after Andrea Parsons' July 11, 1993, disappearance, including aerial pictures of the neighborhood where she lived and large tracks of land searched by authorities.

Other photos released by state prosecutors include undercover surveillance photos of then-lead suspect Claude Davis, who was charged with false imprisonment related to Andrea's disappearance, but the state later dropped their case against him. They were included in 22,555 pages of evidence in the case released late last week.

Davis however, provided testimony in October to a Martin County grand jury who returned an indictment against Chester Duane Price, 42, a former county resident who authorities say killed Andrea after he and Davis picked the girl up as she walked to her Southeast Ebbtide Avenue home.

Price remains in the Martin County Jail awaiting trial on charges of kidnapping and murder.

Nearly 300 children are missing in Florida

NORTH PALM BEACH , Fla. —Workers at The National Center for Missing and Exploited Children call center in North Palm Beach are excited to hear that a 10-year-old cold case in Cleveland has been solved.

It brings us hope, it really does, because it shows us that kids do come back after a long time and they are alive," National Safety Director Nancy McBride said.

McBride admits recovery cases like these push her team to work hard to find other missing children, especially three high-profile cases in our area.

According to the center, there are 281 missing child cases in Florida. The cases range from runaway to abduction.

Christy Luna was last seen in 1984. Then just  8 years old, she was walking to a convenience store near her Greenacres home and never returned.

Katheryn Lugo vanished 20 years ago. The Riviera Beach girl was 4 years old at the time.

Andrea Parsons disappeared in 1993 in Port Salerno.

McBride said progression photos are important because they show the public what the child may look today.

"We have to keep looking," McBride said. "People help us find missing children every single day. One set of eyes look at the pictures. You can help us so much."
