Marks accompanied her mother to the San Joaquin County Mental Health Department in Stockton, California on October 18, 1988. Her mother was employed at the department. Marks then walked alone to the Department Of Motor Vehicles (DMV) on Parks Street to get an identification card. She is known to have arrived at the DMV, because her card was mailed to her several days later. Marks called her mother at work after leaving the DMV. She was unable to reach her and left a message on the answering machine. During the message she did not sound as if anything was wrong. She has never been heard from again. Marks was supposed to meet a friend before she began work at 5:00 p.m., but did not keep the appointment. She did not take any personal belongings besides her purse when she went missing. She never retrieved her last paycheck from her place of employment, Rick's New York Style Pizza, where she was a waitress. Foul play is suspected in Marks's case. California Teen Vanishes

Friends and family of Gayle Marks are still searching for answers. Gayle disappeared more than 17 years ago and hasn't been seen or heard from since.

Gayle Marks seemed to have everything going for her. She was bright, beautiful and had just moved to California to be closer to her mother. But then, four months later, tragedy struck.

On October 18, 1988, Gayle left her mother's office at San Joaquin County Mental Health around 9:30 am to walk over to the Department of Motor Vehicles to pick up her California identification card. Then she was going to visit a friend before she was to start working at 5 p.m. Gayle never made it.

Cops know that Gayle made it to the Department of Motor Vehicles because her mother received her license in the mail days after her disappearance. Officials have few clues to go on and only know that Gayle disappeared sometime after she stopped at the DMV.

"She walked from San Joaquin County Mental Health where I was working to the
Department of Motor Vehicles on Park Street we know she made it that far because
I got her drivers license in the mail, then she was going to visit a friend who lived
close by. Her friend was not at home, he had jury duty that day. She also worked as a
waitress at Rick's New York Style Pizza and was supposed to work that night at 5 PM.
She told me she would either take the bus or her friend would give her a ride there.
She never showed up. This is how we knew she was missing. Her work started calling
our home to see where whe was. My oldest daughter called me at work, and the panic
set in. I knew in my heart something was terribly wrong. I was numbed with fear but
managed to go home to see if I would find her on the way. When I got there, she had left
a message on the answering machine that said, "Hi, it's just me, I called." I went back
to my work to see if she had shown up there. The operator told me that my daughter
had called. So if I had stayed at work I wouldn't have missed her call, and I may have
my daughter with me today. She was going to receive a paycheck the next day and
never picked it up. She took nothing with her except what she was wearing
and what was in her purse.

Today is May 24, 2010 and my daughter is still gone from me. As I visit her site here and read the words I have written over and over again, I become horrified at the thought that she was killed (not confirmed) and what her last hours must have been like, how scared she must have been. My heart crumbles into a thousand pieces at the pain she suffered and I couldn't help her. Time does not heal all wounds. I often sit and imagine that none of this had ever happened and wonder how life would be if it hadn't happened. Gayle was a kind, sweet, beautiful young girl who had grown into womanhood and was on her way to making a life for herself. Someone snuffed it out before she had a chance. A mom knows ask any mom out there. My only peace is that their judgement day will come. Gayle did not deserve what happened to her.

‘Blood money' upsets relative
Missing girl's mom offended by deal to pay Shermantine for information

By Scott Smith
Record Staff Writer
February 18, 2012 12:00 AM

STOCKTON - Convicted serial killer Wesley Shermantine shouldn't be allowed to collect blood money for murders now being unearthed, says a woman whose daughter may have fallen prey to him and Loren Herzog.

Susan Kizer, 64, said she's offended by the $33,000 deal Sacramento bounty hunter Leonard Padilla made with Shermantine, 45, to tease out of him burial places in Calaveras and San Joaquin counties.

Searchers have so far found the remains of at least three victims, and in the end they may find more, including Kizer's daughter Gayle Marks, who vanished 24 years ago at the age of 18.

Despite that possibility, Kizer objects to seeing Shermantine profiting from her grief and others'.

Mom: Daughter was killed by 'Speed Freak Killers', but sheriff's office not cooperating

6:17 PM, Oct 11, 2012

Written by Tim Daly

STOCKTON, CA - The mother of a woman missing for nearly 25 years has information that makes her believe her daughter's was the victim of the "Speed Freak Killers," Wes Shermantine and Loren Herzog.

Sue Kizer believes the remains of her daughter Gayle Marks, who disappeared in 1988, were in a well near Linden. She was told by someone, who saw items removed from the well,  that there was a photo of a woman who resembled Marks.

Unfortunately for Kizer, she said the San Joaquin County Sheriff's Office won't let her see the items for her to know for sure.

"If I could Identify my daughters purse, or anything that was there that was my daughter's, they'd have a case closed," Kizer said.

She said all efforts to communicate with detectives under Sheriff Steve Moore have been fruitless.

"If it was his child out there, they'd want to know," Kizer said.

On Wednesday, a report that was done by a doctor at the CSU Chico Human Remains Identification Lab in September was made public. The report said bones pulled from the well last winter, included remains of a child between the age of 5 and 14.

The family of Michaela Garecht is now paying closer attention since Shermantine has hinted from Death Row that Herzog was responsible for the girl's disappearance as well.

Assem. Cathleen Galgiani, D-Stockton, said the removal of remains near Linden should have been handled by the FBI, as opposed to the San Joaquin County Sheriff's Department. She too said the sheriff has been uncooperative as she tries to help victim's families learn what was in the well.

"There's a task force that I assembled, and they all have something in common," said Galgiani. "We can't get information from the sheriff."

Mother of missing woman believes FBI should listen to 'Speed Freak Killer' Shermantine

Submitted by News10 Web Staff

By Tim Daly

STOCKTON, CA - The mother of a Stockton woman who's been missing for 25 years wants the FBI to reconsider its excavation work near Linden after "Speed Freak Killer" Wes Shermantine offered more information about the location of his victims.

The FBI has been excavating an abandoned well east of Stockton for more than a month. The agency said no remains have been found. The digging is happening in the same area where three murder victims were located about a year ago.

Shermantine has said to private investigators, from death row, the FBI is about 200 yards away from where he directed them.

"I told them from the little bridge (where there's a ) guardrail and the culvert that runs underneath the road, from there back to the trees, is (where Loren) had a killing ground; spots where he'd bury people," said Shermantine in a recorded phone call to private investigator Rob Dick.

Sue Kizer can't help but wonder if Shermantine is connected to the disappearance of her daughter Gayle Marks.

"If Shermantine says they're in the wrong spot, then they're in the wrong spot. Everything Shermantine has told us has been the truth. Why all of a sudden is he not telling the truth? He has nothing to gain, nothing to lose," Kizer said.

The FBI has written in a press release since the digging started that "Shermantine's recollections have occasionally proved to be inaccurate."

In addition to the three sets of remains recovered from the Linden area, information from Shermantine also helped lead investigators to the bodies of Cyndi Vanderheiden and Chevelle Wheeler, who were buried in Calaveras County.

Sheriff criticized over missing persons

By Joe Goldeen

Record Staff Writer

Posted Apr. 7, 2015 at 7:15 PM

STOCKTON — Sheriff Steve Moore came under harsh criticism during the public comment session of Tuesday’s San Joaquin County Board of Supervisors meeting for his handling of events in the aftermath of a 15-year methamphetamine-fueled killing spree during the 1980s and '90s attributed to Wesley Shermantine and Loren Herzog.

The berating from three members of the public comes on the heels of an accusation by state Sen. Cathleen Galgiani, D-Stockton, that the Sheriff’s Office had improperly deleted records from the national database of missing persons, most notably suspected murder victims of Shermantine and Herzog, before those bodies could be recovered.

Galgiani also accused the Sheriff’s Office of refusing to cooperate with police detectives from Hayward and Reno during their separate missing person investigations that led them to believe there might be a connection to San Joaquin County’s notorious duo.

Sue Kizer, 68, told supervisors that on Oct. 18, 1988, her 18-year-old daughter, Gayle Marks, disappeared from central Stockton and has not been heard from since. Kizer acknowledges that her daughter is dead. The incident, investigated by the Stockton Police Department, has long since gone into its cold case files.

When Kizer learned many years later that human remains were being unearthed in an abandoned well near Linden and that they were possible victims of Shermantine and Herzog — active during the same period her daughter went missing — she wanted to know if any evidence there could be linked to Gayle.

What she got, she says, is the cold shoulder from Moore and his department.

“When they were going to start the dig on the wells in Linden, I called out to the Sheriff’s Office and spoke to Sheriff Moore. I spoke to him about the chances of my daughter being in the well. His answer to me was, ‘What do you want me to do about it?’" Kizer said.

”Sheriff Moore has a dangerous lack of empathy, and the fact that he treated me so disrespectfully was very disturbing and hurtful.”

When Kizer went to the Sheriff’s Office in French Camp in an attempt to view a recovered photo that a family member told her looked like her daughter, she said a detective “talked to me like I was a criminal, no empathy at all. She didn’t even try to smooth out the situation.”

When Kizer finally was shown a photo in September 2013, it was not her daughter.

“Now I seriously wonder if it was the right picture or just some picture to make me shut up and go away. I know two detectives who have sworn under oath that they were treated the same way,” Kizer said, referring to the investigators from Reno and Hayward.

Kizer also criticized Moore for utilizing crews from the county Public Works Department to excavate the wells, calling it “just stupid, especially when there are colleges who will do it free. Filling in the well and then bulldozing over it has crushed any remains that may have been left. Now I will never know if my daughter was in that well or not. I will never know.”

Moore, who was in the board chamber when the criticisms were made, responded later during an impromptu interview. When asked about Kizer’s comments, Moore offered an apology:

“I know that she has contacted the Sheriff’s Office on numerous occasions and she is very dedicated to her daughter’s memory. And if there are any interactions with me that left her with the impression that I do not care, I wish to apologize to her, because that is definitely not what I intend to put forward," he said.

“It would make me nothing less than ecstatic to be able to solve all the missing persons cases within San Joaquin County, regardless of what agency, so with that I can tell you that we are more than willing to reach out to all law enforcement agencies to be able to share with them what we have as we have done in the past. And we will continue to do so.

"I have also made my first inquiries with the (California) Department of Justice to seek out potential solutions to be able to better make this available and be able to better solve the situation as it currently exists.”

Two other speakers came to the podium to address the Board of Supervisors about Moore. Frank Gayaldo, 49, described himself as a retired lawman now growing grapes in Lodi. In 1990, as a bounty hunter, he was approached by the family of kidnapped 9-year-old Michaela Garecht, who went missing from Hayward in November 1988, a month after Gayle Marks disappeared in Stockton.

“I am embarrassed to admit I did nothing to help. I ended up bounty hunting for another seven years before going to work on death row in San Quentin. I captured every single fugitive I ever chased, which was in the hundreds. That is if you do not count Michaela Garecht's killer. I am truly sorry for my personal and professional failure in this regard,” Gayaldo said.

“It is an irrefutable fact that there are a growing chorus of law enforcement professionals and victim families who feel the single biggest obstacle to solving numerous missing person cases from our area and beyond is Steve Moore. I find that totally intolerable.”

The third speaker was Tracy Espinoza, who grew up in the east county and described herself as a friend of Chevy Wheeler, murdered in 1985 at age 16, and Cyndi Vander Heiden, killed in 1998 at 25. Years later, after suffering close family losses, she started doing her own research into their cases and follow-up investigations.

“Sheriff Moore has stopped or impeded their investigation,” in reference to the Reno and Hayward cases. “Today, I stand in honor of Gayle Marks, but I hope my voice will help speak for Gayle who cannot speak for herself.”

While the supervisors could not comment on Kizer’s remarks, she implored them: “You think because the crimes are so old we will forget. I only wish each and every one of you including the sheriff could experience the loss of a loved one for 24 hours. I am asking that you do something about this creepy, disturbing and totally rogue sheriff.”
