New Haven Police Ask Public Help in 4 Missing Persons Cases

New Haven police are asking public assistance as they continue to investigate four missing persons cases dating back as much as five years.

Lisa Calvo (upper left,) 44,  was last seen by her family in the Fair Haven section of New Haven three and a half years ago.  She's described as white,  4-foot-11,  with curly brown hair and brown eyes.  She has tattoos on her right leg and right thigh.

Andre Fan (lower left,)  last seen nearly five years ago near Eastern Street,  is a 36 year old Asian male,  5-foot-4,  with brown eyes and black hair. He has a bad knee.  Police say his personal belongings, money and identification were left behind.

Jose Ortiz (upper right,)  also known as "Bin Laden,"  is a 22-year-old Hispanic,  5-foot-10, with brown hair and brown eyes.  Police say he was reported to have been abducted in December of 2005 while riding a bicycle near his home.

And 46 year old Evelyn Ann Frisco (lower right,) has been missing nearly five years.  She's described as white,  5-foot-2, with blonde hair and blue eyes.  She has a tattoo of a butterfly on her right shoulder and a scar on her leg.

Adult missing persons in Connecticut: Advocate says police aren't doing enough

Lisa Calvo was 40 years old and homeless when she was last seen in 2005 in the Fair Haven section of New Haven.

Nineteen-year-old Jose Ortiz was abducted while riding his bicycle on Dec. 28, 2005, in New Haven, and hasn’t been seen since.

Evelyn Frisco of New Haven had a court appearance in 2004, then disappeared.

Barbara Jean Monaco of Derby vanished in August 1978 at the age of 18 while vacationing in Virginia Beach, Va. She has never been found and is believed to have been murdered.

They are just a few of the state’s missing, people who have left behind families mourning their absence and questioning what happened to them.

To try to address the problem and solve the mysteries surrounding missing residents’ disappearances, State Victim Advocate Michelle Cruz plans to propose the creation of a statewide missing persons unit to the legislature.

“We need a missing persons unit for the whole state devoted to working on these cases,” Cruz said. “A lot of police departments have had to cut back. Bigger cities have a lot of unsolved murders, so they are under a lot of pressure. I think having a missing persons unit for the state, a centralized investigative unit, would help.”

Families seek more help

Cheshire resident Janice Smolinski’s son, William Smolinski Jr. of Waterbury, disappeared Aug. 24, 2004, at the age of 31, and police say they believe he was murdered. Janice Smolinski, who has become an advocate for the missing, said she believes having a state missing persons unit would be “very helpful.”

“Maybe more would be done about missing people,” Smolinski said. “Hopefully, it would mean big improvements in the state. I’m happy to see the state’s victim advocate is dedicated to this cause.”

“While some adults are people who have taken off, there are many cases where something has happened to them — either they were murdered or got hurt somewhere — and police need to take it seriously,” Smolinski said.

Diane Nickerson of Naugatuck is looking for answers into the disappearance of her daughter, Carrie Ann Monroe, who had been living with her boyfriend at a Berlin hotel when she vanished about two years ago.

“I think a missing persons unit would be helpful,” said Nickerson, who broke down crying when she talked about her daughter. “It has been two years for us.”

Detectives Revisit 7 Cold Missing-Persons Cases

The task of finding missing persons falls to Det. Sgt. Elisa Tuozzoli, who described herself on a Friday visit to her office on the third floor of police headquarters as “obsessive-compulsive” when it comes to tackling these cases.  She and her Det. Jesse Agosto, and newly minted sleuth Det. Ann Salamon in the department’s missing persons unit don’t give up.

 

They asked that anyone with information on the following seven disappearances contact Det. Agosto at (203) 946-6304, ext. 1307.

 

Below is a slightly amplified rundown, with some additional information provided by the detectives.

• Evelyn Frisco, 50, was last seen on June 29, 2004, carrying a black pocketbook. She’s described as five feet two inches tall, with blue eyes and blonde hair. She was last seen on that date after she left court. Her mother did not report Evelyn missing until the end of 2004, because she thought she had gone to jail. That’s not the case.

 

“No new information has surfaced [since],” said Det. Agosto.

 

She has a tattoo of a butterfly on her right shoulder, a scar on a leg, and there are upper dentures.

New Haven police get DNA from mom of missing woman to compare with remains found in Vernon

Composite sketch prepared by Quinnipiac University medical student Katelyn Norman was released by police in hopes of identifying remains found in Vernon.

Police investigating the case of missing New Haven woman Evelyn Frisco took a DNA sample from her mother on Tuesday, with plans to compare it with the remains of a woman found in Vernon.

Vernon police recently released to the public a composite sketch prepared by Quinnipiac University medical student Katelyn Norman, in hopes of identifying that victim.

Janet Frisco of New Haven, Evelyn’s mother, said Wednesday that New Haven police had never taken a DNA sample from her until this week.

“They want to have a DNA sample for comparison,” Janet Frisco said. “I saw the (Vernon case) sketch on television, and my granddaughter saw it and thought it looked like Evelyn around the eyes.”

Asked whether she also sees any resemblance to her daughter, who disappeared in 2004, Janet Frisco said she doesn’t know.

“I just hope they can get it over with — it is going on 11 years now,” she said. “I think the New Haven detective who came was very interested in trying to break the case. It has been a long time, and I hope they get some answers for us and find out what happened.”

Even if the remains found in Vernon belong to someone else, Janet Frisco said she is hopeful that with police having her DNA entered into law enforcement databases, it will result in a resolution to her daughter’s case.

According to the U.S. Department of Justice’s National Missing and Unidentified Persons System web site, or NAMUS, the skeletal remains were found scattered in a wooded area in Vernon in March 2013.

A sketch of the Vernon victim is on the site, which describes her as a white woman, between 40 and 50 years old, and about 5 feet 2 inches tall.

According to NAMUS, 15 missing women have been ruled out as being the decedent already.

Vernon police Lt. William Meier said police have DNA evidence that was recovered from the scene, but many older missing person cases do not have DNA profiles on file.

Police are hoping the composite sketch will be distributed widely, noting that it is possible the missing person is from outside Connecticut or even outside of New England.

New Haven police declined to comment, pending test results, as there may be no connection to a city case.

“If and when there is a connection to New Haven, then we would comment,” said police spokesman Officer David Hartman.

New Haven police have said Evelyn Frisco is presumed dead. She was 42 at the time of her disappearance, and she has been missing since June 29, 2004, when she was last seen in New Haven. She had a June 29 court date, made her court appearance and then disappeared.

At Frisco’s appearance in Superior Court in New Haven that day, she was sentenced to two years of conditional discharge for criminal attempt to commit fourth-degree larceny, following her arrest in Branford for a shoplifting incident.

The New Haven Police Department’s web site describes Evelyn Frisco as having light blue eyes and blonde hair, standing at 5 feet, 2 inches tall, and weighing 125 pounds. She has a tattoo of a butterfly or a rose on her shoulder, a scar on her leg and upper dentures.

Remains found in Vernon do not belong to missing New Haven women

NEW HAVEN >> Investigators have determined the skeletal remains of a woman found in Vernon do not belong to either Evelyn Frisco or Lisa Calvo, two women who have been missing for years from New Haven.

 

Police recently collected DNA from family members of both Calvo and Frisco to compare to the Vernon remains.

 

Police spokesman Officer David Hartman announced Tuesday there was no match.
