Oil City woman missing, burning car found abandoned

OIL CITY, LA (KSLA) - The search continues for a missing Oil City woman whose car was found burned early Monday morning.

30-year-old Tracy Winslow was reported missing by her family around 6 a.m. Monday. Family members said she went out with friends the night before, but is believed to have returned to Oil City around midnight. A friend is the last one known to have spoken with her by phone around that time.

Winslow's car, a silver 2006 Dodge Charger, was found on fire around 2:30 a.m. Sunday near North Lakeshore and Kuhn's Road. The car had been abandoned on the side of the road.

Winslow is a black female, 5'2, 172 lbs., with brown eyes and black hair. She has a burn scar by her left eye. She was last seen wearing a white T-shirt, blue jeans, a blue jean-style jacket, and white tennis shoes.

Missing Woman Investigation

The search continues for a missing Oil City woman.

The Caddo Parish Sheriff's Department is investigating the disappearance of Tracy Winslow, 30, she was last seen Sunday night.

Monday, Winslow's car was found abandoned on the side of the road and on fire.

Tracy Winslow stands about 5'2" tall, she weighs around 172 pounds.

She was last seen wearing a white t-shirt and blue jeans with a blue jean style jacket and white shoes.

Anyone with information regarding her disappearance or the vehicle is urged to call the Caddo Sheriff's Office at 319.675.2170.

Ex Arrested In Missing Woman Case

OIL CITY --  The ex-boyfriend of a missing north Caddo Parish woman has been arrested on charges he kidnapped the woman -- who remained missing late Wednesday morning.

Both authorities and the missing woman's family said hope was fading they would find the missing woman.

Eddie Lee Jackson, 40, of Oil City, was arrested late Tuesday night as he drove north on Louisiana Highway 1 near Oil City. Sheriff's deputies pulled him over and arrested him without incident, Sheriff Steve Prator said.

Jackson was booked into the parish jail on second-degree kidnapping charges. Bond was set at $300,000.

Authorities said Jackson is not cooperating.

Jackson is the former boyfriend of 30-year-old Tracy Winslow, who was reported missing by her family on Monday. Sheriff's detectives said Jackson abducted Winslow outside her apartment in Oil City late Sunday night.

Winslow's car was found burned around early Monday near North Lakeshore Drive and Kuhn's Road.

Search intensifies for missing woman

Ex-boyfriend is charged with kidnapping in case

The search for an Oil City woman intensified in north Caddo Parish after her ex-boyfriend was charged with kidnapping in connection with her disappearance.

Authorities confirmed that investigators have searched various roadways, wooded areas and bodies of water looking for 30-year-old Tracy Winslow, who was abducted outside of her apartment late Sunday. On Monday, her car was found abandoned and on fire near North Lakeshore Drive and Kuhn's Road.

Authorities are not saying if they believe the mother of three is alive. Her ex-boyfriend, Eddie Lee Jackson, 40, is being held in Caddo Correctional Center on $300,000 bond on charges of kidnapping her.

Deputies arrested Jackson late Tuesday after his vehicle was pulled over on state Highway 1.

"We obtained a warrant for Mr. Jackson based on inconsistent statements he made with deputies and statements from other witnesses," said Cindy Chadwick, sheriff's spokeswoman. "And there is some specific evidence that has been collected that led to this conclusion."

Winslow lives with her mother and was reported missing by her family about 6 a.m. Monday. Family members say she went out with friends and returned to Oil City around midnight.

A friend is the last one known to have spoken with her by phone around that time, authorities say. But witnesses reported hearing talking outside of her apartment in the 100 block of North Dickey Street, then a car was heard driving away.

A Kansas City Southern Railroad employee saw Winslow's 2006 Dodge Charger in flames near the business about 2:30 a.m.

"We have searched the area near where the vehicle was found multiple times, with and without K-9s, and have found nothing," Chadwick said. "We've chased every tip."

Deputies returned to Oil City on Wednesday morning to interview more possible witnesses. They've spent hours at Reynolds Towing in Shreveport looking for evidence on the charred vehicle.

"It's destroyed," Chadwick said.

Oil City resident Tomika Alphard worked with Winslow at The Peanut Factory. The two last talked Sunday afternoon when Winslow got in from church.

Alphard describes the victim as a loving mother, very caring. She'd give her last to anyone, her friend said.

Alphard was shocked to learn that Jackson is charged in connection with kidnapping her best friend. She said the relationship between Winslow and Jackson ended about two months ago, and Winslow never mentioned any problems she had with her ex-boyfriend.

"It's just a big shock," Alphard said in a trembling voice as she stared out the window of the Oil City business Wednesday. "I don't even know what to think. I just don't."

Candlelight vigil held for missing woman

OIL CITY — It felt as if all of Oil City was crammed into the Willis Knighton Community Center to hold vigil for Tracy Winslow on Thursday night.

Clutching candles in their hands, the family and friends of the missing 30-year-old prayed together and spoke of fond memories and the need for continued faith that Winslow would soon return home.

"These lights represent the faith in our hearts that Tracy will come home," said the Rev. James Sims of the Lake Zion Baptist Church in Belcher. "We may not know where Tracy is now, but we know that God knows."

No one who spoke at the vigil even entertained the idea Winslow, who was reported missing Monday morning, wouldn't return. For many — even through the tears — there was a strong sense she could have walked through the door right then.

"I thank God for the support, for letting us know there are so many people who love us and who love Tracy," said Winslow's cousin Felicia Holden-Starkes. "I wish, wherever Tracy is right now, that she could see this."

The message throughout the night was one of strength and hope. Some who were closest to her — and even those who did not know her that well — spoke to the woman's strength of character and her undoubtable desire to return to her children.

"The hardest part is that everyone knows Tracy," Holden-Starkes said. "At some time or another, she's been a blessing to them. It's like all of our lives are at a stand-still. We can't work and we can't eat. How much more do we have to take? It's tiring us out."

Oil City Mayor Chip Bickey had little to say beyond prayer, and he encouraged everyone in attendance to turn to God during these hard times.

Bickey had the final word at the vigil, leading everyone to pray their own prayers together and aloud. Though the many prayers produced a soft, unintelligible mumble, the message was clear — bring Tracy Winslow home.

Authorities have been searching for Winslow since Monday but aren't saying whether they believe she is still alive.

Her ex-boyfriend, 40-year-old Eddie Lee Jackson, was arrested this week and is being held in Caddo Correctional Center on $300,000 bond on kidnapping charges. Authorities say he isn't cooperating with the investigation.

Winslow's car was also found engulfed in flames near a Kansas City Southern railroad station by an employee. Jackson was charged Thursday with simple arson for burning the vehicle.

Holden-Starkes said she and her family believe someone knows something about her disappearance but isn't coming forward with information. She pleaded that anyone who knows about her cousin's whereabouts speak up.

Search For Missing Caddo Woman Continues

CADDO PARISH, La -- It's a case that is now 15 days in the making.

The disappearance of Tracy Winslow has had law enforcement and her family searching high and low for answers.

It all started when Winslow's Dodge Charger was found burned near her home in Oil City.

Her ex-boyfriend, Eddie Lee Jackson is in custody and being charged with second degree kidnapping, but is refusing to cooperate with authorities. They say he won't say if he has any knowledge of where Winslow is.

Winslow's first cousin, Felicia Starks says Jackson's refusal to talk has left her and the rest of her family helpless in their search.

"It's been nightmare, we've had our moments, we've laughed we've cried, we've prayed. We've done everything that anyone would think about doing in a situation like this," said Starks.

Several law enforcement agencies, along with community groups like Lamar Outdoor Advertising have come together to help in the search efforts.

They're letting Crimestoppers use digital billboards, depicting Winslow's face and a number to call.

There are nine digital billboards scattered across Bossier and Caddo Parishes.

Lt. Bill Rehak of the Caddo Parish Sheriff's Office feels the billboards will help them gain new leads in cracking the case.

"We're hoping it does, keeping the word out to people maybe somebody will recognize Tracy from the sign and remember where they last saw her," said Rehak.

OIL CITY, LA (KSLA) – Authorities are still reaching out for the public's help in finding Tracy Winslow; an Oil City woman that's been missing since Sunday, January 23.

Crime Stoppers of Shreveport/Caddo Parish said they will feature a Winslow on selected electronic billboards throughout the city.

Winslow has been missing for nearly three weeks. She was reported missing after her car was found burned in north Shreveport.

Her ex-boyfriend, Eddie Lee Jackson, has been arrested and charged with simple arson & kidnapping.

Investigators believe Jackson kidnapped Winslow outside her apartment the night of January 23. Investigators were also able to place Jackson at the location where her vehicle was found.

Lamar Advertising will produce the billboards throughout the cities with the hope of generating information.

Anyone with information on the disappearance of Winslow or the activities of Eddie Jackson prior to Winslow's disappearance is encouraged to call Caddo Sheriff's Detectives at 675-2170 or Crime Stoppers at 318-673-7373.

Primary suspect in jail, silent after three months

Tracy Winslow has been missing since late January, and authorities believe only one man knows where she is — and he isn't talking.

Caddo sheriff's office detectives say they've exhausted every lead, gone in circles after every interview and stalked every piece of ground from Oil City to the Texas state line. They've found nothing, and now they are getting desperate.

"I hope she's alive, but we've had no sign that's the case," said Caddo's Lt. Bill Rehak, the case's lead detective.

Relatives have confirmed to KSLA News 12 that investigators have asked for the dental records of Tracy Winslow.

Winslow, from Caddo Parish, was reported missing on January 24th. She disappeared around midnight from outside her mother's Oil City apartment, and her car was found burned that morning near Kuhn Road.

Investigators now want to compare those records with skeletal remains found Thursday in Bossier City.

Bossier City PD: Remains found in June are not Tracy Winslow's

BOSSIER CITY, LA (KSLA) - Bossier City police may not know whose bones were found behind the Shogun restaurant on East Texas Street three months ago, but they say they do know they are not those of Tracy Winslow.   

Winslow, from Caddo Parish, was reported missing on January 24th of 2011. She disappeared around midnight from outside her mother's Oil City apartment, and her car was found burned that morning near Kuhn Road.

Just a few days after the skeletal remains were found June 30th in a wooded area between Airline Dr. and Old Minden Road, Tracy Winslow's family confirmed investigators had asked for her dental records.

Authorities never made an official connection between the skeletal remains and Winslow's disappearance until Tuesday, when Bossier City spokesperson Mark Natale told KSLA News 12 that "They did compare dental records of those of Miss Tracy Winslow who was missing from Oil City earlier this year at the request of the Caddo Parish Coroner Office. That comparison was negative."

"I really want my sister back," says her brother Anthony Winslow. "I'd give my life."

He put flowers in the ground where Tracy's car was found burning in honor of his only sister.

Exclusive: Winslow family reacts to Jackson guilty verdict

SHREVEPORT, LA (KSLA) - It took a Caddo Parish jury just over an hour to reach two guilty verdicts against Eddie Jackson.  That jury found him guilty of 2nd degree kidnapping and simple arson in the disappearance of Tracy Winslow a year and a half ago.

Jackson could face a maximum of 55-years behind bars for those convictions.  And today,
(8/03/12), prosecutors hinted that he could face yet more criminal charges down the road, even if Winslow's body is still not found by then.  As for her family, they described the verdicts as a hollow victory.

Walking out of the Caddo Parish Courthouse in downtown Shreveport this Friday afternoon, relatives expressed mixed emotions about Jackson's guilty verdicts.  Felicia Holden-Starkes, Winslow's first cousin told us, "We're still without her.  The question still remains, where is Tracy?  And we're just praying one day that we will get the answers that we're looking for."

Fellow cousin Terressa Winslow thought she might have had a chance to get the truth out of Eddie Jackson, the man who lived with Tracy Winslow for 15-years, and mother to Jackson's three children.  "At one point, being that I'm related to him as well, I tried, you know, seeing if I would be able to reach out to him, you know, maybe go and visit him and talk to him and see if he would be able to give us anything.  But at this point, I don't think he's going to be willing to cooperate considering, you know, the verdict."

Prosecutors used Jackson's own cell phone records against him, describing his movements the last night Winslow would ever been seen.  They showed that Jackson was tracking Winslow that night up in Oil City in north Caddo Parish, back in late January 2011, texting and calling her as she tried to spend an evening with friends and a new boyfriend.

Even Jackson's defense attorney had little to argue with about those phone records.  "How are you going to attack an expert witness on cell phones so much, you know?  It's raw data and you just plug in what comes from the company and you got to deal with what's there," said Jackson's attorney Joe Clark.

That raw data showed that Jackson made a phone call near the site of Winslow's burned out car very early the next morning, not long before she was first reported missing.  Prosecutor Bill Edwards described that call as a critical piece of evidence.  "Came down and put him .35, .36 miles directly north of her vehicle and he never could explain why he was there."

Jackson's defense attorney, Joe Clark, said his client will appeal those guilty verdicts, and do so with a different lawyer who can take a 'fresh look' at the case.  A sentencing date is expected to be set during a court appearance next Wednesday, August 8th.

It’s been two and a half years since Tracy Winslow vanished from her mother’s home in Oil City, La.  Even though her kidnapper, Eddie Jackson, was convicted on August 3, 2012, the family said they still need closure because they have no idea where Tracy is.

“We still have those questions that haven’t been answered and the most important question is where is Tracy?” said Felicia Starkes.

The couple’s three children have been split up. Their youngest daughter Ty’Keonna Winslow lives with Tracy’s cousin and mentor Felicia Starkes.

“I love my mom and I miss her and I want her to come back home,“ said Ty’Keonna. 

“I know it would be a miracle from God if she’s still alive. I’ve prayed and prayed and said either way, bring her home dead or alive,” said Starkes.

There’s somebody out there, outside of him that knows where Tracy is.  I’m pleading with you, whatever you know, big or small, please say something.”


The family plans to search for Tracy in November. If you have any information on Tracy’s whereabouts, you’re asked to call Caddo Crime Stoppers at (318) 673-7373.
